AI chatbots have been shown to be “inaccurate and evidently prejudiced” when offering voting advice, the Dutch data protection authority (AP) has reported, raising alarms about a possible risk to democratic processes just eight days before the country’s general election.
Testing Reveals Consistent Bias in Chatbot Recommendations
The quartet of AI assistants tested by the AP “frequently recommend identical two parties”, regardless of the user’s question or command, the regulator noted in a report released ahead of the 29 October election.
For over 50% of instances, the chatbot suggested either the right-wing PVV of the politician Geert Wilders or the leftwing GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the user’s input exactly matches the stances of these political entities, the study indicated.
Official Warns Against Using AI Chatbots for Voting Guidance
The vice-chair of the data protection agency, Monique Verdier, stated that while AI assistants appear to be smart resources, “as a voting aid, they consistently fail”. Voters were being pushed toward a political group that did not necessarily align with their ideological beliefs, she emphasized.
“This immediately affects a fundamental pillar of democracy: the honesty of open and just votes,” said Verdier. “We therefore warn against employing AI assistants for voting advice, as their functioning is opaque and difficult to verify.”
Voting Background and Political Landscape
The Dutch head to the polls on 29 October in an electoral contest that will be closely watched across the continent for the performance of the PVV.
The right-leaning group of Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors still undecided.
Every significant political faction have ruled out an alliance with the PVV, meaning the party that comes second is most likely to provide the next prime minister.
Inadvertent Prejudice Linked to AI Operation
The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the way AI chatbots operate.
